I don't store your data, period.

The game will work without google play, it will keep your highscores locally.

But... If you sign in with your google play games account:

The game will connect to the google play service and tell it you are playing this game.

It will also tell your score´s to google play, thats how the leaderboards get filled.

You can choose in your google play profile if you want to share this with other players.

But google will always know that you play the best game ever :-)
